Leadership Personnel


Medical Director: Satish K. Mallik; MD
Originally from Nepal, Dr. Mallik studied medicine in India and ultimately completed his residency in the Department of Psychiatry at Brookdale University Hospital and Medical Center in Brooklyn, NY. Dr. Mallik specializes in the treatment of adults, with an emphasis on ECT therapy in collaboration with Marian Community Hospital. He is licensed in India, Nepal, Indiana and Pennsylvania. Dr. Mallik also has several scholarships and awards to his credit.

Director-Community Services Services: Frederick A. Bresser; LSW
Director of Community Services, Tri-County Human Services Center, Fred Bresser has more than 18 years of clinical experience with children and families. He has been an active member of the community helping children throughout the child-serving system. With experience in child welfare, juvenile probation and mental health at all levels of care, he is a Family and Child Therapist and has given numerous presentations on topics such as: attention deficit hyperactive disorder (ADHS), oppositional defiant disorder, anger management, social skills, separation and attachment, conflict resolution, effective parenting, functional and dysfunction family dynamics and crisis work with teens. He brings a total commitment to community-based prevention programming. He resides in Scranton with his wife and children.

Director-M.R. Services: Donna P. Gaudenzi; MS
Donna holds an M.S. in Counseling from the U of S. (Certification in Secondary Guidance). Donna was been employed at Tri-County Human Services since 1977 beginning as a Direct Support Worker; later as a Program Supervisor, Caseworker and Casework Supervisor. Donna is committed to ensuring Self Determination and Consumer Driven principles as the cornerstones of quality service delivery.

Director-Children's Services: Gail A. Learn; BCD, LCSW
Gail has worked in social work and behavioral health services for children, adolescents and families for 25 years. Her experience includes many years of providing outpatient therapy as well as providing clinical and program staff supervision and training, grant-writing and program development. In her current position, Gail provides overall direction and program management to over 50 staff and programs that serve children and families. She is committed to cooperative partnerships with youth, families, schools and community agencies to provide the best possible environment for the youth of our area.

Director - Psychological Services: Michael H. Lynch; MA
Michael is a licensed Psychologist with over 33 years of experience providing behavioral health services to individuals, families and communities. He has had extensive post-degree continuing education including intensive training in Cognitive Behavioral Therapy under Dr. Arthur Freeman, internationally recognized CBT expert. Mr. Lynch is a member of the American Psychological Association, the Pennsylvania Psychological Association, and the N.E. PA Psychological Association.

Director-Adult Services: Joseph J. Milewski; MS, LPC
Joseph is a member of NAMI, he obtained a Master of Science Degree in Rehabilitation Counseling from the University of Scration. He is credentialed nationally as a Certified Rehabilitation Counselor (CRC). He is credentialed as Licensed Professional Counselor (LPC) in Pennsylvania. Joseph has 30 years of experience in children and adult behavioral health within all levels of care. Joseph has a vision of care, with its roots in Strength Based Recovery - empowering individuals to grow, change and heal within the community.

Computer Programmer: Leroy A. Miley

County Director-Susquehanna: Thomas J. Sheeran III; L.C.S.W.
Originally from Philadelphia, Sheeran earned a B.S. in Clinical Psychology from University of Scranton in 1991 and a Masters in Social Work from Boston College in 1997. Licensed as a Social Worker in 1997 and as a Clinical Social Worker in 2001. Thomas has worked clinically in all levels of mental health treatment with young people and currently serves as both a Child and Adolescent Therapist and the Director of Services for Susquehanna County.

Human Resource Coordinator: Sharon M. Vannan
Sharon has been a TCHS employee since 1976. She began her career as a Fiscal Assistant in Accounts Receivable. In 1988, Sharon became Fiscal Technician as she took responsibility for Accounts Payable and General Ledger. She received her degree in Business Administration from Keystone College in 1993. Sharon became H.R. Coordinator in 1994, taking on the duties of payroll, benefits administration and new hire orientation. Successfully completed the SHRM Learning System Continuing Education Program at the University of Scranton, receiving a Certificate for Professional Human Resource Management in 2004. Currently co-chairs the VIP Rewards & Recognition/EOC Team and participates in the Steering Committee for Values In Practice. Dedicated to making TCHS and Maxis Health System recognized as the "Employer of Choice".

Mr. Laskosky is a Child and Family Therapist and Mental Health Professional with more than 30 years of experience in providing services in the mental health field. He is the Director of Crisis Intervention Services, Coordinator and Trainer for the Student Assistance Program, Outpatient Manager of the Carbondale office, and Disaster Response Coordinator, serving as liaison for the Lackawanna, Susquehanna and Wayne County Disaster Mental Health Teams as well as the liaison for the American Red Cross Disaster Response team. He is the Chairperson for fund-raising events for the agency. Professional affiliations: Pennsylvania Association of Student Assistance Professionals; Crisis Intervention Association of Pennsylvania.
